Departmental Services Office
The Departmental Services Office includes the offices responsible for
providing most of the business services to the Department. This includes
the Mobile Equipment Office, Contract Services Office, Purchasing Office,
Facilities Management, and the Business Information Service Office (Management
Analysis, Printing Production, and Imaging and Records Management).
The Department's Small Business/Disabled Veteran Business Enterprise
Advocate, Waste Reduction and Recycling Coordinator, and New Office
Facility Planner are also part of DSO.

Contract Services
The mission of the Contract Services Office is to help Department programs
obtain the contracts they need to meet their objectives and ensure they
conform to statutory requirements. The CSO annually processes and executes
over 1,200 service contracts (including IT services), totally nearly
$700 million ---one of the largest contracting programs in the state.
These contracts include private entity services, consultation, public
entities, public works, and energy in amounts ranging from small incidental
contracts to large, complex, multi-million dollar energy acquisitions.
The goals of the CSO are to provide leadership, consultation and training
to Department program staff with regards to the state contracting process;
ensure that contracts conform to statutory requirements, regulations
and policy, and help facilitate and expedite the contracting process
as much as possible.

Purchasing Services
The Purchasing Services Office (PSO) manages and provides support services
for DWR's enterprise wide purchasing operations, and handles materials
management functions (receiving, distribution, and warehousing) for
the Sacramento Headquarters and area satellite offices.
The PSO is responsible for acquiring commodities and information technology
goods representing transactions totaling over $80 million annually.
Buyers in HQs Purchasing handle procurements for all Sacramento area
offices, the four District Offices, the Sacramento and Sutter Maintenance
Yards and MEO Shops, Bryte Chemical Lab, and Lancaster Project HQs.
Our goals are to provide expedient and compliant procurement services,
reduce purchasing costs through consolidation of purchases and to work
closely with DWR staff and management to meet essential needs of the
organization.

Vicki Price, SSMI
Management Analysis
The Management Analysis Office conducts analytical studies affecting
the policies, procedures and organization of the Department. This includes
assisting management by providing advice and consultation on organizational
issues and/or organizational realignment, providing staff services for
special studies, working with business process owners to develop Enterprise
Process Guidelines, maintaining the Department Administration Manual,
Water Resources Engineering Memorandums and Delegation Orders. MAO also
provides forms management, maintains the Department's organization charts,
and administers the Employee Suggestion Program.

Facilities Management
Facilities Management is responsible for managing and providing service
activities involving space management, facilities acquisition, security,
remodeling, refurbishing and property management.
