West End Project

What is the West End
Project?
Senate Bill 809, authored
by Senator Deborah Ortiz, authorizes the Department
of General Services to construct a multi-tenant office
facility within the jurisdiction of the Capitol Area
Plan in the City of Sacramento. This project, known
as "The West End Project," will include the
Department of Water Resources as a prime tenant in one
of the two planned office buildings. The West End Project
includes:
1. Two buildings with a total of
approximately 1.4 million gross square feet of office
space on state-owned land, in the Capitol Area Plan
in downtown Sacramento, on Block 204 (bounded by 7th,
8th, O and P) and/or Block 203 (bounded by 7th, 8th,
N, and O Streets).
2. Onsite parking in each building
and a parking garage to be constructed on Block 266
(bounded by 8th, 9th, Q, and R Streets).
3. The cost of restoration of the
Heilbron House located on Block 204 and possibly include
relocation costs for the house. (This historic structure
currently houses an arts center and a bookstore.)
The Department of Water Resources is
committed to take advantage of this opportunity for
a new headquarters facility, designed and built with
the Department's needs in mind. As part of this commitment,
the Department created a new position, "DWR Headquarters
Planning, Development, and Construction Project Manager."
John Engstrom, formally Chief of the Architecture Section,
has filled this position and is reporting to Tom Speer
in the Departmental Services Office, Division of Management
Services. His new position will be the point of contact
between DWR and Department of General Services for coordination
in the planning and development of the new headquarters.
John will be working with the Department's management
team, and their staff, to optimize the new facilities
for Department's present and future needs.
Other State Projects of Interest
The Capital Area East End Complex:
Senate Bill 1270 was approved in October 1997, authorizing
the Director of the Department of General Services to
construct several new office structures. A new complex
of five (5) buildings, which includes office space and
parking for State of California employees, is presently
under construction. Completion and move-in for 6,000
State employees is planned for April 2003.
A Blueprint for State Facilities
The California Integrated Waste Management Board's Green
Building Program commenced in 1996 and started focusing
attention on "sustainable building" practices
for newly constructed State facilities. The Cal/EPA
building and the East End Project where both designed
using "sustainable building" practices. These
practices incorporated resource conservation and use
of recycled products in the construction of the new
buildings.
With continued efforts from agencies like the California
Integrated Waste Management Board, the State committed
to a long-term plan toward building and leasing "sustainable
buildings." On August 2, 2000, Governor Gray Davis
signed Executive Order D-16-00. This order outlines
goals for State government to incorporate sustainable
building practices into the development of State facilities,
including leased property. A Sustainable Building Task
Force created and prepared a report to the Governor
including recommendations and a plan of action. This
report, Building California's Sustainable Future: A
Blueprint for State Facilities, describes "sustainable
building" principles and lays the foundation for
a continuing state commitment to sustainability.
The West End Project will be designed
and constructed with the principles as outlined in the
blueprint. The West End Buildings will benefit from
the recent history of projects completed and presently
in design.
